If even he could not get an accurate answer, how could Jieyin mislead his disciples?
"Senior Brother, may I ask what is good and evil? How do you distinguish between good and evil?"
"Good and evil are only within oneself, only then will there be heaven and earth. After birth, good and evil can naturally be separated. Those who save are good, and those who kill are evil."
In fact, Ksitigarbha had also thought about this problem, but he had not figured it out. Otherwise, Ksitigarbha's cultivation would not have been stuck at the mid-stage of the Zenith Heaven Realm.

"At the beginning of the world, all laws return to the origin. Good and evil come from the beginning.
Subhuti! If a good man or a good woman breaks the three thousand worlds into dust, what do you think? Is it because there are many people in the dust?" "Many, Blessed One! Why? If there are really many specks of dust, the Buddha does not say that there are many specks of dust. What is the reason? The Buddha said: Dust, that is, not dust, this is called dust. Blessed One! The 3,000 Greater Worlds mentioned by Buddha were not worlds but named worlds. Why? If there is something in the world, it is a combination.
The Buddha said,'A combination is not a combination, but a combination.'Subhuti! A physiognomist, then can not be said, but ordinary people covet this matter.
He said that he was a man of speech, not from the prime minister, such as such do not move. Why?" "All the Dharmas are like dreams, bubbles, dew, and lightning. They should be observed in this way." The Buddha said that this was the sutra. Elder Subhuti and all the monks, nuns, yupasai, yupasai, and all the people in the world, heaven, and asura were happy when they heard the Buddha's words. They believed and followed it.”

The Hell Staff and the Nine-ringed Buddhist Staff both had the ability to kill without being tainted by karma. Once they were used, they could shatter a person's head. This treasure was only given to Ksitigarbha and the Golden Cicada Master for protection. He did not ask them to use it to kill!
