Decided:
The draft law proposed to add an revision to article 6 of the federal law Onweapon to prohibit these weapons or equipment from being used in The Russian Federation
Its attack is based on electromagnetic radiation, ultrasound, and infrasound.
The achievements of modern science and technology made the development of information and psychological and physiological technology possible. Based on these technologies, there were secret methods and means to remotely affect the psychology and biology of individuals or a certain group. There are many reliable ways to change a person's ability to think, to manipulate their behavior, to interfere with rational responses, or to artificially create symptoms of dependence. The auditory-visual effect is achieved through the auditory or visual pathway: Weak stimulations that were below the threshold could not be perceived by the conscious, but they could be guided into the deep subconscious, and their thoughts and actions would be directed in a predetermined direction without the person being aware of their existence.
The ultrasound waves above 20000Hertz were not perceivable by humans. Its thermal and mechanical effects could cause headaches, drowsiness, vision loss, breathing difficulties, and even loss of control or consciousness through the effects on the human nervous system.
Low intensity (about 120 decibels) infrasonic waves (less than 16 Hertz) can cause nausea, ringing in the ears, decreased vision, and general fear. Medium intensity (less than 130 decibels) damages the digestive system and brain, causing paralysis and even blindness. Infrasound waves above 130 decibels could stop the heart of an individual.
Microwaves cause misperception of reality, fatigue, sleepiness, headaches, and can damage the heart, brain, and central nervous system. Phone lines, heating and sewage pipes, televisions, and fire alarms could be used as conducting antennae.
In fact, all countries in the world prioritized projects that secretly influenced human psychology and regarded it as the most important technology of the 21st century. The developed countries would prioritize the use of non-lethal weapons in regional conflicts, which had been written into their military doctrine. This would not only minimize the casualties of their own soldiers, but also minimize the loss of enemy personnel.
The United States had launched a special group within the framework of the North Atlantic treaty organization to study the future use of non-lethal weapons, and was coordinating work in the United Kingdom, France, Germany, and Denmark. The generator made by the Institute of chemical technologies in Frankfurt, Germany, was designed to be used on large numbers of people in mass chaos. The radiation from the latest French equipment could not only penetrate concrete and steel plates, but it could also destroy them quickly. According to the media, the United Kingdom conducted a practical test of a non-lethal weapon used to disperse crowds in Northern Iceland in 1995. There are also facts that electromagnetic weapons were used against ordinary citizens in 1999 in the former yugovystan.
Making offensive infrasonic equipment was declared a priority in the United States 'non-lethal weapons research. According to the evaluation of weapons experts, the US military could use unmanned non-lethal microwave transmission equipment to stop enemy ships carrying landing troops hundreds of meters away from the coastline. According to the Stockholm International Institute of World Problems (SIPrI), the United States will spend more than $1 billion on developing and purchasing non-lethal weapons in the next two years.
The current federal law, OnWeapons, only prohibited the circulation of offensive weapons based on radiation and biological factors among the citizens and military of The Russian Federation. This law did not take into account the development of information and psychological and physiological technology, whose use could secretly affect people's psychology and biology. This allowed the Russian parliament to introduce corresponding amendments to the federal law OnWeapons. This revision would not affect the structure of the existing law and was completely in line with its general purpose of protecting lives and the health of citizens and ensuring public safety.
For this reason, we propose to submit and review the draft federal law proposed by the Krasnoyarsk Regional Parliament on the addition of an additional revision to the sixth article of the federal law Onweapon.
