As the former Vice President of the American Psychotrons Association, I can assure you that I will point out to the court that the illegal testing, development, and use of psychiatric, microwave, laser, and other forms of electromagnetic directed energy weapons are matters of serious concern in the United States and the international community. These weapons could be fatal. The use of any other lethal weapon, such as a gun, knife, or chemical poison, could also cause non-fatal injuries. Assault and/or torture/murder with any form of directed energy weapon is assault and/or torture/murder with a lethal weapon. Despite our government's opposing views on whether it is a crime or not, there is no such thing as a non-lethal weapon. (Even though there were currently "slow killings" committed by war criminals around the world).
In2001，HR2977，TheSpacePreservationAct(2001)wasintroducedintoCongresstoBANALLDirectedEnergyWeapons.Itspassagehasthusfarbeenblocked.In2002，theUnitedNationsInstituteforDisarmamentResearch(UNIDIR)formallylistedaNEWCATEGORYofWEAPONOFMASSDESTRUCTION(PsychotronicMindControlandotherElectromagneticResonanceWeapons)intheir2002MediaGuidetoDisarmament.In2003，theStateofMichiganpassedintoLawHouseBills4513and4514BANNINGtheuseofALLFORMSofELECTROMAGNETICWEAPONSagainstHumanBeingsintheStateofMichigan.In1999，theEuropeanUnionParliamentpassedResolutionA4-0005/1999Section27which“CallsforanInternationalConventionintroducingaGLOBALBANonalldevelopmentsanddeploymentsofweaponswhichmightenableanyformsofmanipulationofHumanBeings.”(PSYCHOTRONICWEAPONS).
In 2001, HR2977, the Space Protection Act (2001) was introduced into Congress, banning all directed energy weapons. It was later revoked. In 2002, in the 2002 International Conference on Arms, the United Nations Institute for Nuclear Weapons Research proposed a new type of weapons of mass destruction (mind control weapons and other electromagnetic induction weapons). In 2003, the State of California passed House Bill 4513 and 4514, which banned the use of all forms of electromagnetic weapons against humans in California. In 1999, the European Union Parliament passed a resolution on the 22nd,"A4-0005/1999, article 27", calling for an international convention to prohibit the development and deployment of any form of weapons that could manipulate humans (mind control weapons).

Ms. Millicent Gabrielson's claim that she had been attacked by some kind of directed energy weapon was taken seriously. If the attackers were found to be law enforcers or government employees, the crime would be a more serious one with significant political implications. If the crime was found to be racially or spiritually motivated, the law would also apply.

I assure you, similar cases are being petitioned all over the world. Ms. Millicent Gabrielson's case was not the only one. Please pay close attention to this case. The international human rights community is very concerned about the judicial ruling of the case of the attack of a directed energy weapon.
