According to the requirements of the central military and government to "establish the determination to occupy Jinzhou, Yuzhou, and Tangzhou and control all the lines", the Liaodong and Shenzhou campaign began on September 12. The first step was to launch the Jinzhou area and the Beining line at the same time. With a long-range attack, they wiped out the Guomindang garrison on the Beining road, except Shanhaiguan, Jinzhou, and Jinxi, and cut off the communication between the inside and outside of the pass. The second step was to concentrate their forces to attack Jinzhou and block the reinforcements of the Guomindang army.

The Beining Line was the main traffic artery between Northeast China and North China. Due to the special geographical environment of the Liaoxi Corridor, there were towns of different sizes along the line. Some towns even had ancient castles and other military facilities left over from history. Before the Battle of Liao-Shen, the Jinzhou to Luanxian section of the Beining Line had always been heavily guarded by the Guomindang.

At the beginning of September 1948, the Kuomingtang army discovered that there were signs of a large number of People's Liberation Army troops moving south. The troops of the Jicha Re-Liao military area moved towards the middle of the Beining line. They had a bad feeling about the situation. The Jinzhou command center of the Northeast "suppression" was determined to concentrate the troops of the three armies to focus on guarding Jinzhou and formulated a plan to shrink the troops. The New 8th Army was concentrated in the area from Zijing Mountain in the east of Jinzhou to Songshan in the south. The 184th Division of the 93rd Army was stationed to the north and southwest of Jinzhou, including the airport. Together with the New 8th Army, they formed a circular defense system against Jinzhou. The new 5th division was transferred from Shanhaiguan to Jinzhou, becoming the reserve force of Jinzhou Command Center. The 54th division concentrated on guarding Jinxi and Huludao. After this plan was reported, Wei Lihuang did not agree. He also explicitly ordered that the 20th Division of the 93rd Army could not be withdrawn temporarily. The mobilization of the new 5th Army could only be carried out after the North China Army took over. Soon, the Northeast Field Army began to move on the Beining Line. The Kuomingtang Army was tied down at various points and could not be mobilized. Fan Hanjie's contraction plan fell through. He only temporarily moved the 62nd Division into Tashan to ensure the traffic between Jinzhou and Jinxi. The 80th Division withdrew from Songshan and Gaoqiao areas to Jinzhou's old city. Send out the 93rd Army's 18th Division to guard the airport west of Jinzhou. Wei Lihuang ordered that before the new 5th army arrived in Jinzhou, one army would be airlifted from Shenyang to Jinzhou to assist in defense.

At the end of September 1948, the Guomingtang army adjusted the garrison deployment of Jinzhou again: For the time being, the 54th Division defended the front line from the Zijing Mountain in the east of Jinzhou to Songshan in the southeast. The 55th Division was temporarily responsible for guarding the main position of Nanshan Hill. The 79th Division of the 49th Army, which was airlifted from Shenyang, was responsible for the defense of Dajiashan. The 80th Division was the general reserve team of Jinzhou Command Center. For the time being, the 18th Division would defend from Nürwa Station to the 188 Highland (near Erlang Cave). The 22nd Division temporarily defended Erlang Cave through the synthetic fuel plant (now the Sixth Oil Plant), the Black Mountain Regiment Area (now the Sixth Oil Plant Hongxing Li), 12 acres of land (now the Wuxing Tunnan Highland), the water distribution pool (now the south of the Animal Husbandry School, formerly the tap water supply station), the big knot (Liangjia Mountain) to the provincial office building (now the office building of the Third Air Force Flight Academy), and the 54th Division's position in the east. The 184th Division was the reserve team of the 6th Corps. The 20th Division was temporarily stationed in Yi County, while the 54th Division was stationed in Jinxi and Huludao. The newly formed 5th Army was stationed on the line between Shanhaiguan and Jinxi. In order to strengthen the defense of Jinzhou, Huang Yongan, the former commander of the division area, also served as the commander of Jinzhou Artillery. In addition to the artillery battalions directly under the army and division, there were also the 2nd Battalion of the 13th Independent Artillery Regiment (7 105mm howitzers), the 2nd Battalion of the 16th Field Artillery Regiment (12 76.2mm field cannons), the 3rd Light Tank Company (7 British-style 2-ton tanks), the armored car company (8 armored cars), and the railway armored fleet. Between Yi County and Jinzhou, there were more than 1,000 people from the Redong Advancement Team of the Kuomingtang (Redong Local Team) and the puppet team. The common people called them the "Big Ear Team" and "Clean-up Team". The Kuomingtang army did not allow them to enter the city. They were stationed in Yujitun, Qilihezi and Xuejia. They were responsible for covering the transportation between Jinyi and Jinzhou. Most of them were scattered among the people and harassed the common people.

Within Fan Hanjie's defense zone, there were also the Huludao and Qinghuangdao Port Command.

In January 1948, Fan Hanjie was appointed as the commander-in-chief of the He-Liao border area. The garrison troops in Shanhaiguan, Qinghuangdao and Suizhong were under his direct command. The headquarters of Qin (Huangdao) and Hu (Ludao) ports were also included. Fan Hanjie's headquarters were located in Qinghuangdao Port Command and later moved to Jinzhou.
